Renewable heating and cooling technology could save Europe EUR100 to EUR200 billion a year in imported fuel costs, create local jobs, reduce our dependency on non-European suppliers and help in the fight against climate change. Instead, this opportunity is being wasted, allowing important liquidity to drain out of our economic system when we could be using it to create wealth - and local jobs - here in Europe.

We need to plan our energy future in a manner which builds in renewable heating and cooling solutions, which cuts the amounts of money and energy we are wasting, drives industrial leadership and reduces our dependence on fossil fuels. We already have the three essential elements for that plan: energy conservation, energy efficiency and renewable heating and cooling.

Energy conservation means buildings that think for themselves in an energy-conscious manner - while saving ten to fifteen per cent of our energy bills. Energy efficiency means, for example, replacing boilers which are outdated with more efficient and/or renewable sourced ones. That sets us on the path to near- zero energy buildings and provides a gain of twenty per cent in fuel use.

Renewable heating and cooling means fitting a solar thermal panel, installing a biomass boiler, placing a heat pump or choosing a geothermal plant. It breaks our addiction to fossil fuels, it uses technology which delivers the same level of comfort and service and it saves thirty per cent or more of our energy bills

There is no hierarchy among energy conservation, energy efficiency and renewable energy- just opportunity. But we should be putting them first, not last in our choice of energy mix. Europe will prosper from a greater reliance on indigenous and sustainable production. We can increase our competitiveness and best serve our society through the intelligent application of new technology. We can create a wide range of jobs demanding a wide range of skill-sets: raw material cultivation/extraction, manufacturing, engineering, distribution and installation. Alongside those we have world-class research and development in both academia and industry sectors like equipment manufacturing. Many of these jobs are local - installation for example, which accounts for up to half the end value - while some, such as R it is a story about the damage that all greenhouse gases are doing to our environment, to our weather and to our economy. At the same time, we cannot position European industry for the future if it is running on fuels rich in greenhouse gases and imported from parts of the world with which it is difficult to compete. Europe's policy makers should set their sights to develop a strong home market and give renewable energy investors the confidence to commit capital with a return in line with the challenges they face. For example, in an effort to reduce pollutants responsible for global warming while taking advantage of the decreasing cost of solar, Massachusetts' solar installers have constructed several solar farms across the state with the help of loans granted by the DOE. As a result, the number of residents choosing solar for the home and business is steadily increasing, placing Massachusetts high in the country's ranking of environmentally conscious states.

With the potential of producing 360 megawatts of clean energy off the coast of Cape Cod, the DOE sees the Cape Wind project as one that, if completed, could have a major impact on the nation's effort to go green. Cape Wind spokesman Mark Rodgers explains that the announcement of the federal government's support is good not only for the obvious financial support, but the message that it sends to the commercial financing sector.

According to Energy.gov, Secretary Ernest Moniz talks about the vital importance of the recent loans for renewable energy projects. He says, "These innovative projects are delivering clean, renewable energy for American consumers today and are helping to diversify our energy portfolio. The Department's loan guarantees have assisted the launch of new industries in the U.S., and today's announcement of a conditional commitment to the Cape Wind project demonstrates our intent to help build a strong U.S.offshore wind industry."

If the loan is closed, the DOE will be one in the project's group of public and private lenders. However, the DOE will continue monitoring the project and its development and will also continue to work toward reaching a final agreement before it closes the loan guarantee.

The project is also said to reduce carbon emissions by 73,400 tons - the equivalent of taking 175,000 cars off the road.

Low Carbon is committed to mitigating climate change by encouraging, wherever possible, the reduction of carbon emissions. Investing capital into renewable energy, the firm's investment model embraces solar PV, concentrated solar power, wind and bio-waste technologies. Only half of the grants offered by Government to businesses and councils to install renewable heating schemes are being claimed.

One of the main reasons appears to be lack of publicity, but the grant conditions also are claimed to be too tight.

Under the Renewable Heat Incentive, businesses and public sector bodies can claim a subsidy for every unit of power generated from technologies such as solar water heating panels, biomass boilers and heat pumps, in the same way as can be claimed for renewable electricity under the feed-in tariff scheme.

The first tranche of the scheme, launched last year by the Department of Energy and Climate Change (DECC), was underspent by 50%: lb5.5 million of the lb10.8 million budget was unclaimed. According to Ofgem, just 176 schemes are receiving payment, a pitifully small number.

The second stage, worth lb7 million was launched in March, and the latest figures show a total of only lb817,250 claimed. The vast majority of these are for solid biomass boilers.

If this rate of uptake continues until the scheme closes in March 2013, just lb3.9 million will be spent.

New figures, released yesterday, show that DECC's current estimated expenditure for 2012/13, based on the total number of RHI applications received to date, is lb18 million. The cap on spending is lb70 million. At this rate DECC estimates only lb42 million will be spent.

As the figure is based on applications rather than fully accredited installations, the eventual figure is likely to be lower.

The Renewable Energy Association's head of policy, Paul Thompson, said the difficulty in giving away the grants is due to three factors, all decided by DECC: the time-limit, the lack of publicity, and the small amount of support on offer, which, he said was "not enough money to influence people's decisions".

He said: "You've got to have a bright idea that's pretty much developed to be in a position to be able to meet the deadlines".

He called upon DECC to use unspent funds to run a publicity campaign. The Department is currently deciding what to do with unspent funds from the social landlord's scheme.

DECC also launched an lb8 million competition for community groups on 24 July, to install renewable heating. Grants up to lb160,000 are available but applications must be in by 7 September, which is too early for some groups to manage. In addition, the completion schedule is tight: projects have to be completed by the end of the financial year.

EU targets dictate that 12% of the nation's heating needs to come from renewable sources by 2020, an increase of 2.2% on 2011 levels.

What is mystifying is the lack of installation of solar thermal. In the previous support system run by DECC, solar water heating was by far the most popular technology. It has proved to be very successful in this country, much more so than solar PV in terms of value for money.

In fact, renewable heat in general it is more cost-effective than renewable electricity, at a small scale.
